This appears to be the same issue as in #97428. Please check your system for malware, e.g. with Window Defender .
I have no malware and I did every checking there could be.

@zLeandre Just to be sure, have you installed your Windows updates and then followed the instructions I've linked or did you use another tool for malware removal (e.g. Microsoft Safety Scanner, Sophos Scan & Clean, Norton Power Eraser, ...)?
@zLeandre Please open Blender's installation directory and double-click the
blender_factory_startup.cmd
to start it with temporary factory default settings. Are you able to successfully export the FBX in this case?Closed as duplicate of blender/blender#99440
