Small update, the user manual translation file structure has been updated to a format that works with weblate.
There is a small bug in sphinx that affect translations of our HTML templates, this has been reported here:

A redirect was added to map /tutorials to /support/tutorials. Thanks for the report!
I’ll also submit a patch update the topbar.py script in Blender to point to the correct url.

So this seems to be a effect of the recent Incident. So changing tags.
This is now fixed in the server side. It will be automatically deployed soon.
In fact, it appears as though all download links are broken!

I'll use id.blender.org, etc. for publicly reachable docker containers, i.e. let them use their "virtualhost" as their hostname.
Unfortunately we are not allowed to do wildcard DNS with our provider:
As long as *.on.sintel.blender.org is resolvable before this gets deployed, it should be good to go, I think.

On January 1st, 2021 I'll start as a part-time Technical Artist for the Blender Foundation, and one of my tasks will be to improve Blender documentation. I'd love to start translating the Blender manual to Dutch, but my first impression of how to realize a translation is that it's cumbersome at the moment, and requires some UNIX knowledge if I've understood it correctly.

That appears to be just a misunderstanding. Tickets get assigned to developers when it's their job to fix a bug. Since you're not a developer you don't have any tickets assigned.
Yes, it still occurs.
I open developer.blender.org, click on Browse Tasks, and I see this (attached image). I haven't searched for anything yet.

@Aaron Carlisle (Blendify) sure there are solutions to issues I mention but they _do_ complicate our documentation, you can argue it's not by much - or that it's worthwhile. But it moves away from a single manual you can build with one command - towards something that becomes more involved to manage IMHO.

Talked on Campbell a little about this in chat. We decided to if its really need to disable the generation of the translation files.
Moving addons to there own documentation project will be re-evaluated in the future when the addon distribution process gets revamped.

@Mit Iks (MITX) I'd be surprise if Blender lets you select a Radeon HD 6770 as OpenCL render device in the preferences, because that shouldn't work. If you just meant for running Blender, there are GPUs capable of running Blender that are below the minimum requirements, but we don't officially support them. TeraScale 1 to 3 GPUs might be able to run Blender, but it's not guaranteed. It is likely that you will experience graphics glitches or even crashes due to bugs and oddities in the older graphics drivers.
