Unable to crash your file. May be it is hardware/OS specific? Did you tried Memtest? Latest graphics drivers? Does other apps freezing or crashing? Can you try on another PC?
And how do you know what to put in the Identifier field?
Yes, it works in 2.79 by default so may be considered a regression (very minor though), cause hotkey Ctrl + Shift + C looks unused in Object Mode. And I agree it should be logical for it to be working the same way.
It is because Pose Mode hotkeys are separate from Object Mode hotkeys. You can see it in Blender Preferences -> Keymap. It takes you a few seconds to add a hotkey yourself. Just go to Blender Preferences -> Keymap then unroll 3D View -> Object Mode -> Object Mode (Global) and press "Add New" seen in image below. In that image I already made that shortcut, so you can just copy the setup.
Found nothing wrong with your mesh, "Remove vertices by distance" and "Select non-manifold" hadn't shown anything wrong. I can reproduce the "issue": Delete Edge Loops, Deselect all, Loop Cut and Slide, LMB click, Esc, Vertex Slide, Mouse move not only along desired edges but SIDEWAYS too.
You'd better provide more certain information about the issue. I linked your character and posed and hadn't seen anything wrong. Maybe some screenshots with descriptions what is wrong exactly.
Can confirm lagginess in Blender 2.80 release. Unable to check in 2.79 cause .blend is saved by Blender 2.80.
My setup is quite different: Kubuntu Linux 18.04, Radeon R9 290, AMD GPUPro 19.20 Driver.
Had rummaged through the scene and not found anything wrong, just mesh with 5K vertices and 2 iterations of Subdivision Surface.

Thank you, Demeter (hope I'm not confusing your name with your family name :) ) . That bug, or what it is, looks pretty old (reproducible in every Blender version I tried - down to 2.61, at a bit different bone rotation angle though) but only in 2.80 it somehow gained prominence. I consider it critical cause you don't want your character flashing with random mesh explosions during animation and not using b-bones at all also not looks like a good thing. But with 200-300 open unsorted bug reports and few dozens new a day you, developers, sure have your hands full.

I think Pavel experiences a problem with baking fluid simulation in case when path to simulation cache contains Cyrillic (any localized?) symbols when running on Windows 7. That is 'good' is when cache files are created by Blender after hitting 'Bake' where was specified by path given and 'bad' when there is no cache files in the folder after hitting 'Bake'.

Thanks for the reply. Ok, its understandable. But links to the "forums" or "bf-funboard ML" would be nice thing to share. I created that task because web search for "blender feature request' was very inconclusive.

Even confirmed, considering that a very low priority report, because usually workaround is very simple: just not to use "Offset" and "Invert" together - just change roll by 180 deg. for one of interacting bones.

yes, adding "extra object" to the chain just gives a clear "dependency cycle"... but behaviour is the same... i.e. my setup is really looks like fake dependency cycle in Blender. And I don't know what to try with "data update" - so I'll just believe that's not helps.
