one more thing, when you look on the element and it looks wrong overlapping and then you press Numpad 9 to get the other side direction, it looks good.

I see your point about the All checkbox.
The issue I see is the one step to collapse all Levels in the side panel, compare to multiple to Expends them. when I did the Collapse using '-' number key it just closed all levels and '+' expends them gradually, which is better... at least for my opinion.

the issue also occurs on the "Graph Editor" Crtl/CMD + Mouse wheel won't zoom to the mouse location, but '+'/'-' will do so.
I saw the fix occurred but don't know if it for all windows in the app.

One thing I notice now about this bug is when you do zoom by the '+' button on the Numpad part (right keyboard part) you do get the correct zooming to the mouse location. it only occurs when using the Cmd+Mouse Scroll when it ignores the mouse location.
I experienced it as well in 2.83.4.

I just had 1 hour of searching this issue, my keyframes were gone from view and they were actually scrolled up.
it was a frustrating experience. it working on new files and after I closed and reopen my file they were still gone, the Blender file saved also the timeline verticle scroll.

I didn't see the last comment you did.
I attached a screencast of the issue.
the first time I did the operation is the one which not make sense and it without the Shift Key pressed.
