Okay, after a bit more checking, its not an exporter issue, the issue is that the file going from 2.79 -> 2.80 the colors get dull. As per the screenshot.
However when I made a cube in 2.79 -> 2.80 it came through perfectly fine...

The model was made in 2.79. So that is how it should look. The 2.80 file is how the .blender file looks when opening the file in 2.80.

Sure, ill attach a zip file.
Ive included the blender 2.79 file so that you can also see that the vertex colors between blender versions displays very differently for some reason... Blender 2.8 vertex colors look washed out. They are fine in 2.79.

Sorry, the audio and the video streams have differing length from the same video, just to clarify :)
They should be of equal length.

Ok ive also just noticed a difference in the behavior between the way 3ds max imports fbx and blender if its any help:

Ok, ive done some more experimenting with 3ds max. Ive put together the same scene in 3ds max to see if it will help you.

I have noticed that the "Forward" and "Up" settings also do not work with the armature, only the mesh, so the animations are coming in facing the wrong direction...

I did try the fbx included. Using the autodesk fbx review application, and that also crashed when loading the file...
