Saddly i can`t anymore.
while trying to update the mesa drivers and the kernel to see if it helps i`ve messed up the system and had to reinstall the OS from scatch. Using the same kernel had to manually install amd`s drivers and because its not oficially suported for my newer version of OS. Now the kernel compiled everything perfectly and i cant explain how it works since i`m still learning to use linux as a main OS.
Before the kernel would have compiled in version 2.81a and in the alpha it would have just frozen, even opening it with the terminal gave no info as the terminal also froze before it got a chance to compile.
I quess the topic is closed due to incorect driver installation or broken AMD installation scripts.

Actually i`ve isolated the issue, its not driver related as the stable recomended driver from AMD 19.5.2 does the same thing. Its also not an HDR issue because it does the same thing no matter what i plug into the background node, it might be the texture coordonate node. see atached screenshots, also i have no issues with the xray with either drivers

Hi, latest build of Blender crashes again if the user attempts to draw a dotted line, bug fixed a week ago, managed to find its way into the daily build again.

the latest 64 bit version of Blender is on the 6th, ive just nou noticed the 32 bit is newer.
i cant run the 32 bit to check, the build wont open
Latest builds have removed the Front and back options and the recent changes in grease pencil have fixed the blurr issue not being shown Fill or Line.

Yes the issue is the same with and without the dll file. The driver reinstallation only solved the issue where the fills are visible if the GP is set to 3D space mode. If set to either Front or Back mode the fills disappear. I thought the dll file fixed the issue, but in fact ive applied bouth fixes and considered that the dll file had solved it. Now i can say that the dll had no effect, only the driver installation fixed it.
I`ll reinstall with DDU tool and report back
The same test running on an Nvidia powered PC there is no issue when switching viewport display modes. where in the AMD powered laptop the fills disappear when changing the display mode to anything other then 3D Space. I quess its not a limitation of the GP tool

installing the latest driver and copying the provided dll, seems to have fixed it, however i dont know if its a limitation of the grease pencil, but switching from 3D workspace to front the fills disappear again.
