I can confirm that the object continues being displayed but you cannot interact with it.
Unhiding the collection or checking Local Collections in the 3D viewport's side panel returns interactivity.
numpad / will also make you leave local view, making the object invisible.

Note @Christoph Werner (Taros) & @Fahad Hasan (cgvirus) : As a non-optimal work around in the meantime, you can keyframe the second frame with the same value, and adjust it to the desired value using the sliders in the dopesheet and the sliders and sidebar in the graph editor. That is if you really want to still use 2.82 or 2.83 before this is fixed.

In the upper left corner of your video, I can see that ‘loop cut’ is set as the active tool. You can open the tool menu by pressing T and change it if you would like. 😉
