Did this work properly for you in 2.7? Please provide an example blend file of the problem. Do consider that weight paint won't follow the mesh correctly if you have disconected vertices in your geometry.

That's wildly different from my result, but the example I provided also has non default values on the volume node I used to test with.
I don't think this is a bug. There is now a "texture paint" opacity slider in the overlay settings panel, and the default value is 100%, that's why you don't see the effects of the bump map until you turn it down, or disable the overlay.
