Update: Well, this is embarrassing. After, in no particular order, upgrading to the latest Windows update, uninstalling and reinstalling every device driver on my system, uninstalling and reinstalling Blender, I was just about to nuke my entire system, when... I realised I had not tried removing my Blender preferences file. Problem solved.

Video as requested. Note when I drag to interact with the value slider, Blender performs a box select rather than intended behaviour.

Jacques, the reproduction method you posted is indeed correct. I suspect there may be something about my setup that is causing strange windowing behaviour in Blender 2.8, as I have been experiencing similar issues with the preferences pane throughout most of the beta phase. However, I can't think of anything unusual on my computer that would cause this.

I have this problem. If I go into fullscreen and then open Preferences, the entire interface blinks black for a split second and then opens the Preferences window behind the main one. However, in terms of interaction logic, the interface still 'thinks' Preferences is in focus - I can edit values and hit buttons even though it is rendered behind the main window, and any buttons I want to press on the main window are blocked.
