That may be missing pen support in Blender, or from HP, or even in the Bluetooth support from Kubuntu.

Try to apply Location | Rotation | Scale (Ctrl+A) to your mesh before you apply the Mirror-Modifier

do you use the normal Ubuntu (gnome) with additional installed kde desktop, or do you use Kubuntu?
With this command you can check the X-Server: grep glx /var/log/Xorg.0.log => please report the result.
Try again --debug-gpu-force-workarounds => and start Blender again, and then try DRI_PRIME=1 ./blender again.
I think you have already done this...

ok, when DRI_PRIME=1 ./blender did not help on a hybrid-graphic, then you should try to upgrade your Intel-Driver for GPU/CPU. If this workaround also dont fix the problem, then you can try to install manually the latest Nvidia-Driver directly from Nvidia. For your Quadro GPU this is actually 430.50. But be careful, read the instruction how to upgrade the Nvidia-Driver by hand (x-server etc...)

If 2.81 dont solve the problem, then:
Do you render with GPU or CPU?
Does blender crash when you set CPU for render?
try running blender with --debug-gpu-force-workarounds => and start Blender again.
no, Ubuntu 16.04 Xenial is a LTS-Version.
Mint 18.3 based on 16.04, and Blender 2.80 and 2.81 work here without any problems with Nvidia 384.130.
Im wondering why Dinh get a warning about OpenGL Version ??? (broken driver installation?)

No problems here with Linux Mint 18.3 (Ubuntu Xenial 16.04) with Nvidia GTX 1070 and 384.xxx driver.

Your Graphic-Card is to old, with Blender 2.8 the minimum requirement is a Nvidia GTX 660 (released 2012)
The 8400GS was released in 2007 or so... For 60 € you can get a GTX 760/770 on ebay (a huge step forward... ; ))

Could you fix the problem? ( and how?)
If the problem still exists after a driver update, then you should upload your file and the result of blender_debug_log.cmd+blender_debug_gpu.cmd as well as your system info file
(blender menu (top left) => help => save system ...)
Maybe I did not understand the problem correctly, but I can connect with your file the axis and the arm with ctrl + j
(join in object mode) and I can separate them in edit mode with p (separate by material) again from each other.
Tested with 2.81 from today.
If you can render with the CPU, but not with the GPU, then your GPU may not have enough RAM.
It may also be that your system (PC) does not have enough RAM, or not enough free hard drive space ...
check this please ...

Hello Seth, try an update to Mint 18.3 with kernel 4.15.0-54
It looks like there are more and more problems with unknown / obscure objects (mostly cubes) in the Linux version that are either not visible and / or not erasable.

After pressing D it takes 5 minutes to see the preview-icons...
