@a (blenderbug12345) Can you please update the driver from the integrated GPU and report back if it helped? If I researched correctly, your driver (4.3.0 - Build 10.18.14.4264) is from 2019
Hm, you already reported something similar T82435: Cycles OptiX - Error initializing RTX library on GTX1080ti.
You might need to do a new, clean Windows installation...
Did you already try the blender_factory_startup.cmd?
What CPU model do you have? Or attach the system info. (Blender->Help->Save System Info)

Small question, is this only impacting the viewport, or is it affecting the rendering (to frames) as well?

@omer atias (omerati54) If you still encounter this issue, please open a new bug report. If you haven't updated Blender yet, you should do it before opening a new bug report.

@Brecht Van Lommel (brecht) Since the task for this patch is already closed, should this differential get abandoned?

Yes, I use the 144 hz mode. The monitor is the ASUS ROG Swift PG278QR 68,68 cm (27 Zoll).
I only experienced it in Blender so far. But it might happen in other programs as well.

@Lukas Toenne (lukastoenne) @Aaron Carlisle (Blendify) Mind committing this patch?
Hm, what is the status of this patch?
@Howard Trickey (howardt) Is anything stopping the patch here? You seem to be the last missing reviewer.

I can not pinpoint the exact issue.
Will close this task for now until we can narrow it further down.
Can not reproduce a Crash with either Blender 2.93 or with Blender 3.1.
Also not on a RTX 2080Ti

To point one: We repack the binary slightly but that shouldn't be an issue.
We use this: https://static-frankfurt2-de.sheepit-renderfarm.com/binary/blender310_mac_64bit.zip and this: https://static-frankfurt2-de.sheepit-renderfarm.com/binary/blender310_macm1_64bit.zip
So, you told us you have found a bug. But neither you can give us step by step instructions nor do you want to give us your blend file.
How do you think should the developers fix your issue? Black magic? Vodoo? Cristal ball?
If you are not willing to help us, we can just close this report.

So, guess we need this .blend file. Or a small .blend based on the default scene.
I don't know how else we should be able to debug this issue.
Thank you brecht for fixing it so fast :)

Also, please upload the faulty .blend if possible.
You wrote
(latest Windows10 / Ubuntu Drivers)
But that clarifies nothing.
Please post the system info from both systems.
Blender->Help->Save System Info
Since you have two different GPUs that alone calls for issues.
Also, please update your drivers.
And remember to restart the PC after you did.
Maybe @Brecht Van Lommel (brecht) or @Sergey Sharybin (sergey) can help to identify the priority of this bug?
Can not reproduce on a single GTX 1070.
Please update your GPU driver and report back.

@Zorro Weaver (Zorro_weaver) Mind taking a look?
Eh, why did you close it now?
Win 10, GTX 1070
Can not reproduce, I have constant 60 fps.

I don't know what is happening. But I wanted to note it and maybe get a dev to investigate a bit.
Not sure if you already know, but @William Leeson (leesonw) is sadly not longer working for the Blender Foundation.
I am pretty sure that @Brecht Van Lommel (brecht) can give us quite fast an answer on what is happening here.
