It'd still be helpful if we have a quick way to switch back to selection mode (even if we could select drag while in another tool). I will add my comments relating to this in https://developer.blender.org/T69992
One thing I'm missing when it comes to intuitive tool switching, is that it's kinda (although you could debate it) an industry standard to use the ESC key to cancel the active tool and switch to selection. This feature is missing from Blender. I think the system would become more intuitive if ESC switched the active tool to selection.
I very much like this proposal.

One way you could look at it is that there's one command (grab) that exists in two flavors: active tool (with the gizmo) and modal.
As a new user starting to learn Blender, I have found the difference between the 'gizmo move tool' vs the 'G move shortcut' for example confusing.

Thank a ton @Sebastian Parborg (zeddb) . I'm still starting out with Blender and didn't think of checking whether the mesh was continuous.
