At the moment, my tests show that Blender isn't doing what you describe in a fully consistent manner. It is actually trying to preserve the original file's Collections' flags settings, and failing in some cases.

If I might comment on that: I can see the logic (despite the usability issues), but the fact that the appending process assigns seemingly random toggles settings instead of a consistent default set doesn't help cement that logic in the user (I've seen others be as confused as I was out of it) and surely wasn't the intended behavior.

I suspect you are right about performance being the main factor: testing on my PC, an old i5 Sandy Bridge from the same era (2011-2012), I meet a similar behavior, if somewhat less pronounced (this PC has a Geforce GTX 1060).

Just in case I'm going to test this with different mice and double-clicking speed sensitivity OS settings. I'll report what I discover as soon as I can: it could be a combination of what you suggest and those other factors.

Sorry if this arrives late: I'd suggest to check the solution on a multimonitor setup, too, as I'm seeing a different behavior of the bug depending on which monitor the File Browser is in.

I can confirm that behavior. Using the freeware utility Rectangle to precisely position the file browser in each half of the screen and other positions and sizes, I see the following:

Dragging and dropping images to the Shader Editor works perfectly in my case, no matter the image type.

I've tried that blender-macos-simd-fix0 test build in my Mac Pro 2010 with Radeon RX 560 and it keeps on crashing upon switching to Cycles. I attach a crash log.
