Thanks guys, you're my heroes.
Referring back to 2.79, the behaviour was to respect the visibility of objects when you are on other layers. Currently, the workaround is to completely disable a collection (with the checkbox, not the eye) so this doesn't happen, but when you reenable it, the visibility of all contained objects is affected.

Still broken in 2.82 Beta

Just tested (fresh scene and existing scene) and I can confirm that it works correctly in the nightly.

Good point. Perhaps the sub-collections can follow numbering as well with the parent occupying the first option in the popup as well.
Eg. Move to Collection 2, SubCollection 1 would be 'M, 3, 2'.
Thanks for the clarification Dalai. That's a regression from the behaviour in 2.79 then. One could move an object to another layer then turn visibility off using the same numbering scheme which is good for (user) memory.

Also getting good readouts from choosing Meters as the unit preset and Length set to imperial, Unit Scale 1 for feet and 0.0833 for inches.
