I've been finding this frustrating too. I usually have my Pivot Point set to Active Element and my snapping mode set to Center. Whenever I use the 3D cursor tool I have to change my Pivot Point to 3D Cursor in order to snap to where I want it - then change my pivot point back to Active Element.
I feel like the 3D Cursor tool should just ignore the Pivot Point you have set and always use the 3D Cursor as the Pivot Point.

Okay. I can't seem to replicate this after a Windows update, maybe. Not sure. But it's all good now 👀 👍.

Yeah exactly. The monitor that is fine is using the integrated graphics while the monitor that has issues is using the GPU.

I think a big problem with the way it is now is that you can't modify it easily from it's existing position. You always have to set a new position for the cursor which is annoying for precise modelling. Sometime you want the cursor to be moved relative from where it already is and the only way to do that is in the sidebar or if you create an empty or something and then snap the cursor to that after you moved it.

I'm getting this too. Only really got it since I started switching between 2.81 and 2.82. Though I'm not certain that's what triggered it.
