May be I should try to build 2.8 here .. are there any instructions available to get it done for a rookie like me. It looks pretty nice to me .. hum .. may be it would be fun to go coding again ( as refactor particles cloth soft bodies collision cache 'n stuff)

Manged to build 2.8 from current git master. Looks like no crash any more. Still old file behaves very strange!! But that is O.K. for me since the file makes extensive use of visibility in layers .. so the rest of the issues left is more like 'keep 2.7x' for old projects and go forward with 2.8 .. CUDOS at the active team!

Reloading File from wonder WEB try again gives :

.. reverse time order but alas .. file is he same ... GNARF must be a very ugly one ( say bug ) ... looks like file goes up{F6179143} there it is ( only one CD about 200 times my first HD)
removed file cause it is mine and uses valuable space

To answer your question:
Timeline did not show ticks ( yellow marks ) setting up that circular dependency scene while building. Reloading the file everything looks O.K.

This changes direct assignment of weights, to multiply with a factor.
Thr default value for goals was only used when no weight was available.
For pinning vertices it was sufficient to paint exactly 1.0 to the goal whatever the default value said.
As far as I remember the mass and spring members are initialized with 1.0 so that *= does no harm here.
Now the default value for goal has to be set to 1.0 to ensure pinning, since the min max renormalizing seems to be broken too.
So this is behind the the roumors SB goals are broken in 2.76.
