Try with, File -> Load Factory Setting. To see, is not you have conflict key-map?
Another thing, I think, it's not best why as you search by key-word search. As it can be possible F3 key is binned to an other task...

There are four type of selection tools:

In order to move w.eye.line.001, I needed to FIRST go into edit mode (going to edit mode after moving this plane results in the same problem), then press the "G" key to move it wherever I wanted, then left/right click to save. Next, I saved the file in edit mode, reloaded the file, and the w.eye.line.001 was saved to the new location I chose.
It's because, object w.eye.line.001 have a key-frame and after reloading file, it's goes to original location of key-frame, so you see it's on an-other location.
IMO, not a bug!
It's how Surface Deform Modifier works (target must be not concave)

IMO, Not looks like a bug...
I think, Rotation To Deltas works just like this. as tool-tip saying:
- Rotate Cube -> Z Axis -> 45d
- Convert to Quaternion
- Note values there (will be added with Rotation To Deltas):
- Ctrl + A Apply -> Rotation To Deltas
Values are added up to existing transform (cube) & reset to defaults in text-fields

Maybe your objects are too large/small then Viewport Clipping Region, you can always press Shift + C which center view, 3d Cursor and many Viewport related problem (zooming)

Same Proposed Steps:
- Add Curve Object (e.g. Bezier Curve)
- Add Mesh Object (e.g. Cube)
- Select Mesh then Curve (important step) (I think @Alex (Fluffyrescent) forget this step)
- Ctrl + P Parent -> Vertex
- Enter Edit Mode & Select a vertex of Curve
- Apply Ctrl + H Hooks -> Hook to Selected Object

In Blender Dimension & Scales both effects proportionally when you modify one of them
Latter (when you really need it e.g. before using modifiers) you can apply scales which sets the scale back to 1 (same for all transforms)
