I noticed the same with mesh hair (imported from DAZ studio), I ended up deleting all the faces that are not visible from the outside, then some more and finally I was able to get it to render. Without the hair mesh the freestyle render is so fast I barely notice it.

I have noticed the same error and was not aware of this workaround. I found that changing the armature to stick rather than shapes results in a usable rig that can at least be worked with and it's much faster than changing single bones because it works on armature level. Still, it is an annoying bug for me as well.
