Why the switch?
This is a bug introduced in 2.8, in relation to the Multi-Objects Pose-Mode. It's impossible to test/reproduce in master.

In the constraints tab(s) in the Properties window, there is always a button at the top that bring a big list of different items (constraints) that you can add to the active bone/object.
When you add one of these items, their properties are empty and you then manually enter the targets/values.

Actually, in 2.8, only the object WITH the curve will update. The second object without a curve will reset, as though it did have motion paths.
So worse in 2.8 than in master but problem still exists in both.

The intent of the rig is to mimic dynamic limb locking which is found in Daz3D's pose tools, and apparently Maya's HumanIK (found this recently).

The reason I even bothered doing groups here is because when you link a scene, the groups aren't linked as well, so either I can link all the objects to the new scene, or I can link the empty-group instead.

If downloading youtube videos are "stolen content" then beyond a handful, I don't know what files on my computer are not stolen (and downloading the Blender videos would also be stolen then ).

Is Audio supposed to play while running backwards? Because it doesn't (but it'll scrub).
Audio doesn't play if you start playing from inside the track then set the current frame to negative frames.

This is actually two different problems.
Part 1 (the keyframe-crash) is/was a secondary concern.
The Right-Click Menu says no but the hotkey says crash ^_^

It's possible there's nothing broken with the file.
Global Undo was somehow unchecked in my settings. The reason I'm not "sure" the file isn't damaged, is that I changed my default model color to a darker gray shading but with this file, it's back to the default blue

I never get any crash logs; I'm not sure what -d is supposed to be doing but the only text I can apparently get comes from the command prompt, and since it gets too full to hold everything and doesn't auto-save anything, the text that I can select+copy is limited.
Unless I'm supposed to use it some other way. Here's the log before crash:

Yeah, Unity emailed me saying "Fix branch needs to land to our main branch for fix to get released. This might take some time."
So I don't know if that means during 5.4 Beta, release or a dot release afterwards.

Okay, I reported it to Unity and I was told they'd forward it to the devlopers to see if it's a problem on their end and said a workaround would be to export fbx in Blender. It's been over 2 weeks since then and I've heard nothing and found that they marked it as "solved" with that export in Blender thing, which doesn't solve anything, just ignores the problem. https://issuetracker.unity3d.com/issues/unity-fails-to-import-blend-when-blender-2-dot-77-is-installed

Okay, I installed 2.77 and decided to do a fresh file, while re-enabling my previous addons and found that the problem came back after I enabled them all. I did some other tests on the fresh start and narrowed it down to occurring AFTER I enabled something. I went through the list and it occurs when I enable Blenrig. I subsequently disabled EVERY addon after renaming userpref, then only enabled Blenrig and the menu came back.

Renamed startup file, started Blender, went to addon and enabled then disabled (because it's still enabled while "disabled"), saved user settings, saved startup file, closed Blender, Opened Blender. Still nothing.
Following your idea, I then renamed my userpref file and started to see what THAT would do and that works, the addon gets disabled by default with that...but I did a lot of changes to make Blender comfortable for me. Is there any way I can get all my old settings into a new userpref, or would I have to do it side-by-side and wing it after exporting key configuration?

While trying to report this to unity, I found that the same problem occurred in 2.71. Someone else reported the bug to blender and was redirected to report it to Unity, then was told to tell Blender.
