I don`t think this is a bug as shadow catcher does not block shadow, if you add 10 stacked shadow catchers they all will catch same shadow.
Just an update - yes importance map recalculations is not needed every time material, light, ... is changed, it is only needed when background or it`s resolution is changed in any way.

Update: not sure but might be that aa_samples is taken from num_samples(from "--samples" parameter), if it is the case then can you confirm and dismiss this report
