cmake_policy(SET CMP0068 NEW) was added in cmake 3.9 but CMakeLists.txt requires only CMake 3.5. It's a small problem but it causes compile errors if using CMake 3.5 - >3.9

I also believe that the particle problem exists for any modifier of vertex weights because the particle system doesn't handle dynamic weights at all. So far I have tried Data Transfer, Vertex Weight Edit, Vertex Weight Mix, and VertexWeightProximity, none of which update the particle system correctly when their properties are animated but do update things like the displace modifier correctly.
As of 2016 this was a known limitation of the particle system, not sure if that is still the case. https://developer.blender.org/T37434

I added a patch to make the weights visible in weight paint mode, which works well for previewing.

Got rid of the 'add' variable for tabs on the left edges. The '-1' that was being added made the tabs asymmetrical.

@Nico Zevallos (gnastacast), tested again and confirmed it works with headers now (strange!).

Still failing w/ tabs as noted by @William Reynish (billreynish) and toolbar (T-Key in 3D view).

as you can see in this image, it works for the header in the properties window and the outliner on Linux. How do I hide the tabs in the properties window?

as can be seen in these screenshots checking the 'backface culling' option in the overlays tabs affects which faces are shown when using the evee rendering engine in the viewport. You are correct that it doesn't affect the rendered view in cycles. if that shouldn't be the case i can open it up as a separate bug.

Should backface culling show up in all the shading dropdowns? I ask because it might be difficult for users to find the checkbox if it's only accessible when 'solid' mode is selected. It affects all of the shading modes, so I think it should be on all of them, including 'rendered' which currently greys out the shading dropdown. Maybe this option should live under the 'render' tab of the properties window?
