After further testing, i found out that the Surface Deform modifier have trouble when binding to targets with quad based mesh, meanwhile binding with triangulated mesh works 100% of the time.

Hello, before i report this bug i remember you can move the order of the tabs in region window, now when i do this it is doing the marquee selection box.

Hello, for some reason with a more complex scene the bug behavior changes, now it computes after strokes end, with an addition now I can't undo strokes, it will only undo to the first sculpt stroke, not to the previous stroke.
Still occurs, with the latest build even with 'load factory settings'.
Hey, it happened to me also, when I investigate it further, I think it triggers when you try to subdivide a model that has vertices which connected with more than 4 edges.

i've just tested the newer version and the results are consistent throughout different simple and complex mesh holes that are made of either polys and tris.

thank you for resolving this issue very quickly, seeing how the bug is resolved i construct a different problem, which give me an apparent result which i don't know if this is intentional and that is before (2.80 2019-01-24) using transformation tools will let you use repeat last operation, now you cant do that anymore
