If memory serves, I have turned my computer on and off at least three or four times during the last week.
Would this not have had the effect of restarting the wintab driver?
Otherwise, I have done nothing more than already reported.
I am sorry that I cannot offer anything more helpful at this time.

Just adding my opinion here:
If the Mantaflow liquid simulation is meant to reflect real world behaviour then, 'yes', an inflow object that is under the surface of a fluid should still be able to 'pump' water into the tank, vessel, domain or what have you.

I ran the file once again to test that the bug can be reproduced. This time I used Blender 2.90.0 test build from 2020-07-07 - hash afcb41a0aaaf
I had deleted the contents of the cache folder so that when the file was loaded Blender had to recalculate all of the mesh data in the Mantaflow simulation.
Following that I simply rendered a single frame (see below).
The visual results are similar to what I first posted: the moving cube has a clean blur, but the liquid sim mesh does not.
Note: Eevee is not showing me any on-screen blur effects in the 3D window when it is set to 'Rendered' view. The effect is only visible in the rendered image.

Yes, there is a shadow terminator added into 2.90
But I must say that by the time the hard edge has been (mostly) removed, the resulting shadowing is too dark and too strong... not very pleasing.

I think that you can solve this problem if you try adjusting the point size setting for widget text and/or the widget text label.
It may be that the default setting is somehow incorrect for your combination of monitor resolution and/or display card setting.

Philipp, you are correct. Turning off 'Adaptive Time Steps' does yield a result that is more correct relative to the volumes of the containers versus the fluid flow.

Although you seem to have pointed out some programming that would seem to suggest that this is not supported...
... but the fact remains that it works perfectly well in the 3D viewport and one can render individual images without any trouble.

Yes, I understand about the nested groups being an intential part of the functionality of the utility. It is just that the steps of the nesting seem so arbitrary. Some control of the number of steps and/or distance between same for the user might be really nice.

Examination of the 'cube' object using Mesh Analysis set to 'intersect' shows lots of intersecting triangles running down the sharp interior creases of the 'cube' (squash?). Closer inspection of (some) of these areas does indeed show self-intersecting geometry. I don't think that the boolean function likes this situation and it just might be the cause of your trouble.

@Sergey Sharybin (sergey) - Please note that the .png file that is being used to map the glow already shows signes of color banding (also known as 'stepping' and 'ringing'). This is probably being aggravated by the mapping process.

Inspection of the mesh indicates that the bevel modifier is creating folded geometry at the corners and in the form of back-facing polygons all the way around (linked to the corner problem).

I just wanted to add my opinion here.
I understand that Cycles is supposed to be 'photo realistic'.
Nevertheless, I totally agree with smt that negative values are sometimes extremely interesting for artistic effects.
I have already used negative emission values to give me a 'black light' (increases shadows!).
So, yes, please don't eliminate this possibility.
