More than a week passed without a reply.
Try enabling the Bevel Checkbox located in the Mesh Display panel the N Toolshelf area on the right of the 3D view like in the image below.

Half way there:) Press the continue button and fill up the title and the summary fields and create the differential.

Since the last month, the OpenCL rendering with AMD GPU's below the GCN 2.0 architecture are not officially supported in developer builds for the time being, because of various issues with GCN 1.0 cards - mainly drivers.

Please can you make a differential for this patch?
Add a small description explaining the purpose of the proposed changes. After possible approval / code review it can be included in future versions (2.80 series) since we are really close to 2.79.
From the path of the add-on error you're using the add-on it the Blender config folder. Be sure that you enable the add-on shipped with Blender that should be where the developer build is unpacked.

I can confirm this on blender version bdacb60. However i'm not sure how this could be solved as it needs to refresh the 3D view Tools region upon a menu option being used.
Does the problem occur with the .blend file saved, or those operations are performed without saving it?
Please can you specify the Blender's version you are trying to install, specific hardware?
Does a developer build from https://builder.blender.org/download/ (from the first section at the top)
work for you?

@Charles Scoville (CharlesScoville) please make a Differential with the diff of the code for the proposed patch since this task is closed as it is not a bug.
The patch needs to be reviewed and there is no guarantee that will be merged or merged in time for 2.79.

Please, you have to understand that there is a language barrier that sometimes makes things a bit difficult to understand.
Also you have a specific card the 580 X2 which is two 580 glued together which can have some specifics related to drivers that is not supported well anymore especially in a new Windows version i.e. the problems that other cards can have can be magnified here.

You can try the debug panel by running blender with the argument --debug-value 256. In render Properties a Debug panel will show up where you can pick some OpenCL options.
As it is the current state, the GCN cards bellow 2.0 are not officially supported. There is a chance that some cards may work ( like a R7 360 which is GCN 1.1) but still they're not enabled by default.

The crash comes from bpy.ops.mesh.edge_face_add('INVOKE_DEFAULT') which is an Blender's operator. The crash will happen with the regular F too.
That can be tested as by starting with loading factory settings or disabling the F2 operator and pressing F twice.

I can recreate the issue on Win7 build ed6d88f bu renaming the userpref.blend file in the config folder so Blender cannot load it.
Parts of the UI will be blank until the window is resized with both loading the Default Template and a New File.

If you want to test the Outliner draw performance the easy way is to open an relatively small image in UV editor and go to Data-blocks > Images - find the image > Pixels. All the pixels values are drawn there. So if the image has 1000000 pixels there will be millions of entries. That will also consume a lot of ram, and possibly lock up blender too.
