Reminding again that the tracker is not meant as a frustration venting, feature request, theatrical prose or natural philosophy forum. Thankfully there is a multitude of sites on the internet for this kind of activity. If this goes on there might be some moderation. Please stick to the guidelines I mentioned in the first paragraph in my first comment for future reports. You can check other reports on examples on how to report a bug properly.

The snap tool has been implemented generic, doing bones, vertices, objects, etc. So renaming it wont work in this case.

Historically, the snap-to-cursor has been used to merge vertices already since 1.0. To make it change behaviour based on selection mode would also give protests.

Hi, first of all, keep bug reports short and to the point. We do not have the time to read this wall of text, nor read rants about the older bug report (which was correctly closed) or each person's vision for blender.

All your files have dependency cycles but they do not really run that slowly here. Dependency cycles means that there is no really correct order of evaluation so it's expected that they will break. It's up to you to fix your rigs not blender.
Dependency cycle warnings appear when you run blender from the console so you might have some easier time fixing the rigs.

Since rigs with dependency cycles are known to fail I will be closing this as known limitation.

Even 2.49 and older versions have this behavior. Blender has simply no chance to guess what you intended, because it has two ways to split a quad (nothing bmesh dependent) and quads are meant to be fairly planar by design. Good meshes usually have enough quads, so that every quad is nearly planar and things like subsurf make them even more planar. In the result it doesn't matter. It is only a "problem" for such simple cases, which a user should avoid.
