I guess at some point in the past that constraint did exist then got removed. If you know what bones were involved I could probably describe what I've done, if that is of use?
Hey Bastien, understand on the name change issue.
I've been using Library Overrides on a game character Armature to mostly great effect (some crashing, see below).

Ah interesting. So the file is linking in an Armature file via the Library Override. If I move the Blend file to another location so it can't locate the Blend file, it opens with errors, just as it did for you.

Sorry, You need to import the exported FBX back into Blender to see the results.

I've attached a simple test scene.
- You'll notice the Right arm has flat keys but not 0,0,0
- The mesh has Shapes but they aren't keyed.

I have a similar issue on builds from 08 - 12/02/2019 on windows, last build I had it working with was on the 18/01/2019.
Seems fine on Mac though (via bootcamp)
