Why bother with an image-based format, especially one with such widely known performance and implementation limitations as PTex? There's no reason multires data can't be encoded directly into mesh data structures.

I think the important part is not PTex as such, but merely the separation of the vector displacement data from the tessellation scheme. An image format of some sort is good because it's well understood by users and relatively easy to edit, import and export. Additionally, with images you can easily visualize and debug the displacement data, and manipulate it with texture nodes in the future. Also makes layers simple.

I would like to chime in about the implementation of multires in terms of technical things. I haven't read the paper Brecht provided and haven't look into the code of the current multires system but from my user point of view implementation of something in vein of ptex would be the next best thing since it's fairly simple to implement for a quad-based mesh(its just a ptex with vertex displacement data instead of colored pixels), it supports animation pipelines and allow a user to go up and down in resolution at any given time.

This change has rather significant implications and needs broader discussion. Adding the UI team as blocking reviewer.

Currently what you defined as face groups seems to be special selection type, or maybe reusable selection-sets. Not to sure though, I lack the time to investigate details right now.

There is also no rationale mentioned here, which is the first thing every proposal should mention. Not that I don't see the benefit of this (which are great!). However it does seem like you start with a design (possibly taken from other applications), rather than thinking about the problems to solve, the possible ways to go about it, exploring and evaluating designs, etc.
Without getting the right people to sign these changes off (just Jeroen is not enough), we further risk adding different kinds of technical debt (e.g. design limitations because earlier changes were done without considering the bigger picture).
Blender has a long history of adding such debt, I personally fight with it every day. We should try to do better for the future.

Management wise, we might be in a difficult situation now: This patch got large public attention, the term "face groups" was spread on Twitter before any design discussion was done in our usual channels. Somebody (in this case me) will have to be a party pooper and it looks like this person just holds back progress on an awesome feature.

Note this might very well turn out to be a known limitation and not considered a bug, but will let @Sebastian Parborg (zeddb) or @Bastien Montagne (mont29) decide here [patch works though :)]

There’s a very easy way to ‘merge’ them. Make the shortcuts change the active tool, rather than the modal operator. But I suspect some users won’t want that.

Speaking from my own perspective the first thing i've done with the final blender 2.80 was changing the hotkeys for grab/rotate/scale from operators to tools(because I like to get a visual feedback when moving along the axis and I've always been using gizmos where they were available).

I'll add my two cents here: I strongly feel that the vertex paint mode should still be a separate mode since it's use cases are far more diverse than just in some sculpt/artistic applications.
