I can't test it right now, will do it in two weeks with the latest build. This strange issue has always been on my computer (provided the system details in the task). Not sure if it's an AMD graphics or macOS High Sierra peculiarities. Thanks for testing it though!

Sorry, it’s a duplicate of the T57726 task. Please close as duplicate or merge.
Wanted to submit a bug but found this task and a similar one from 2013. Both closed as irrelevant. To me it looked exactly like a UX bug in 2.8 beta: the circle appears not where it’s affecting the mech, see the video.
It makes more sense when 2 distant dots are selected or if we apply rotation, not grabbing. I know it’s not content-aware, but maybe you’ll find a way for this feature not to look like a bug.

- in obj. mode, add particles > hair
- switch to particle edit mode

It's also true for any other tool that has a custom mouse pointer. E.g. Annotate tool, or tools in Edit mode (that have a cross).
