I also tested on blender 2.81a and the error is still present.

I wonder if it would be possible to show which speaker the pan is directed towards, by putting a Letter, representing the speaker, next to the number?

I always leave the mismatched End Frame setting until I have completely finished my project. Then I subtract 1 End Frame by hand, so it lines up correctly. It's important to note that Blender will always import a drag 'n drop video to the Playhead. So if you decide to adjust the End Frame setting, so it lines up with the end of the footage, then you click the "Jump to End Frame" navigation button, and import video footage, it will cause the video you imported to overlap instead of continuing on the next open frame -- because the Playhead will be one frame into the footage, while the End Frame setting will be after the footage.

You were right. Turns out blender was reading an old setting file on my installation.

Thanks for the quick response. As far as I am able to verify on Ubuntu 18.04 LTS (blender v2.80.74), selecting Video Editing workspace does not change the View Transform to Standard.
I'm assuming the "video editing template" is the same as the "video editing workspace"? if it is, it is still using Filmic in the video editing workspace. It would be great if that workspace could automatically select the the Standard view transform.

I think this may have been a false alarm.
You can try it just to make sure, but everything seems to be working now.
I'm starting to think it may have been an issue with my computer's Audio that just needed a reboot.
