I can confirm this issue on Linux too. It's a segmentation fault, but right now I cannot do a bisect to see which commit was causing this.
It is only affecting the 2.91 series. Newer beta and alpha versions (2.92, 2.93) are working as well as previous versions (2.90.x).
@Falk David (filedescriptor) Yes, I thought about this kind of workaround, but I read somewhere that it is a bug "when it is not working as expected" and I didn't expected that 😂

@Gloria (Ignazia): Can you please attach a simple .blend file with this setup? That saves a lot of work to reproduce this issue and makes it also faster to resolve it.
And also: Can you please complete your System Information by clicking on Help -> Report a Bug in Blender? That opens a web browser and fills these information in the text field for you.

Please remove this big .blend file and upload a simple as possible(!) .blend file which shows the issue instead. Remove all unnecessary objects, materials, images, etc!

@Germano Cavalcante (mano-wii): Yes step 4 seems to be optional. I discovered the fluctuation just today. But if I render the image again and again the dots stay at the same spot. I can't see any dot in your rendered image.
@Jonathan Mielke (jsm) has a NVIDIA card as well but newer driver than me and he has the same issue. So maybe it's an NVIDIA related issue and some Blender developer with an NVIDIA card can reproduce this behavior.
@Germano Cavalcante (mano-wii) When I wrote this issue I already used the latest version from buildbot. But okay, I tested again with the latest available version and the issue still exists. This time I made a screen capture where you can see, that the dots are like quantum fluctuation. They appear and disappear 😅

ALT + LMB works for me (because my system is set up for left click select). CTRL + LMB does not work.

That is mathematically correct. Align X aligns along the x axis and is the same as S -> X -> 0.

I don't know where the points in the background came from because I did paint only in front view with Draw Plane set to Front (X-Z) so for me this came out of nowhere. Maybe the issue occurs again and I remember my steps I've done – Then I could fire another bug report.
@Andry (dedouze) And: I remember you did a live stream some time ago, but I didn't watch it. Maybe you did some more and maybe the issue occurred in one of the streams? Then we could watch it and see what causes the issue.

1.) One program that doesn't work anymore is "THE VIDEO EDITOR'S RENDER SCRIPT". But which is no longer being developed. It stopped working the day Blender 2.83 was released^^

@Brecht Van Lommel (brecht) , @Dalai Felinto (dfelinto) Since you changed the versioning system and bpy.app.version returns now a different result than bpy.data.version there are several programs that don't work anymore because of a mismatch.
Now you didn't silently only change the API description for bpy.data.version but also the meaning which it had since forever. That's now why the programs don't work anymore.
So my question is: Is there another way to get the Blender version a .blend file was saved with?

@Jackson (15jreeder) Can you please open Blender and then in the top menu click on Help -> Report a Bug. That opens a browser and puts all system information & Blender version into an input field. You can copy that and edit your bug report here.
It's unclear which version of Blender you are using and it's also unclear if Blender crashes (like you wrote in the headline) or if there are other glitches.
Also, if possible, make a screen shot, or screencast which shows the behavior.

@Marcin Twarowski (Tvaroog) The Memory usage increases if you set the Cube Size under Shadows to a higher value. Are you sure to set it from 4096 down to 2048? Or vice versa?
@Tamuka Tagwireyi (tamuka120) Did you try to do a duplicate linked (Alt + D) for an object that has a Normal map applied while in EVEE, or Material Preview mode ?
Can not reproduce on Ubuntu 18.04 either.

@Evan Wilson (EAW) Okay, it's a design change and that's fine. But why didn't they take into account to change it for .blend files too? You said developer want to know in which version a file was saved. Yes and that is why it is important that bpy.app.version and bpy.data.version should be comparable.
I can confirm that there is a Segmentation fault when using Tangent Space in the Normal Map node.

@SABRI Salim (salim3d) Can you provide such "a heavy scene (or less)"? It sounds like you computer ran out of memory (RAM), but that's just guessing. Can you also monitor your memory usage while provoking the crash?

The response code 403 means "forbidden". It seems that you are sending POST data and your backend validation doesn't like that data. It asks for a key to avoid a cross-site request forgery (CSRF). So you have to send also a form key, or csrfkey, or how it is called in your system. E.g. by putting this key into a hidden form field, or setting it via JS. :)

Your video "Screen Recording (3-31-2020 7-55-30 PM).wmv" shows a camera movement forward into a forest.
At minute 1:19 you reversed the middle part and played the sequence again. The middle part now shows a camera movement backwards out of the forest, where the other two parts are showing the movement forward into the forest.
So the middle part is playing reversed as intended.

@Andrew Beayon (dragon4546) No, there is no official screencast key addon.
You can try some tools for windows e.g. carnackeys or KeyPose (just google them). Also I didn't test them so use them at your own risk
@JackSonPro The VSE is using only one CPU core for this operation so it is a little bit lagging on bigger video files. That is, why I asked you to use my video and check again.
@filip mond (vklidu) your graphics card driver seem to be a little bit to old. Can you update your drivers and check again?
