@Sybren A. Stüvel (sybren) I came across the bug on a side project to write my own IK solver algorithm and wanted to compare my results to what Blender produced. I was creating an animation for a robot arm and wanted to see what the difference would be between joint interpolated motion and Cartesian interpolated motion of the end effector. Joint interpolated motion required visual keying of the start and ending frame rotations of each joint while Cartesian interpolation used the IK constraint and only keyed the IK target then letting the IK solver calculate new joint rotations on every frame. When I was not getting the expected results for the joint interpolated motion I realized there might be a bug and traced it back to visual keying. Hopefully that answers the question, let me know if there is any other way I can help.

@Greg (sok0) Please test with older versions of Blender to see which version of Blender still worked properly. This will help developers in finding the root cause of the issue.

Armature was keyframed with Visual LocRot
Armature.001 was keyframed after using Apply Visual Transform to Pose

Isn't this behavior to be expected due to the parent inverse matrix? The parent object has moved since it was parented to the child object (verified below) . As a result the child object moves back to its basis transform location when the parenting relationship is broken.

Using the properties sidebar Quaternion <=> XYZ causes no change in pose space bone rotation
On changing via rotation mode context menu Ctrl+R Quaternion <=> XYZ causes the pose space rotation to change

It's a key bind collision with KeePass Global Auto-type Ctrl+Alt+A. Solved.

Maybe it is a problem with my system? here is a clip of the error with screen cast turned on. The hotkey never makes it through? It looks like it's being interrupted by something and it's sending the wrong thing?

Can you provide hardware information. Including the system-info.txt generated from the Help > Save System Info Menu will give information about the OS, hardware, drivers, Blender version and add-ons enabled.

The bug is that Weight Tools do not work as expected, possibly because <bmesh>.verts.layers.deform.verify() is needed to fix it

Sorry for blowing up the thread, but found a solution: The following script will create the needed BMLayerItem object so that Weight Tools may be used on a newly created Vertex Group

<Bmesh objects>.verts.layers.deform.items() returns []
<Bmesh object>.verts.layers.deform.active returns None

Update: work around is to scale the mesh such that microscopic floating points (i.e. 1.0e-11 are increased to 1.0e1) so that unity doesn't round them to zero

Greg (sok0) changed the status of T55029: Blender Shapekey does not Import in to Unity -- Vertices Missing from Unknown Status to Invalid.

Turns out the problem relates to how Blender will pass scientific notation through to the exported file which is not a bug, however unity is unable to process scientific notation when normals are imported which is how the problem manifests itself. It would be super awesome if there was a way to convert scientific notation coordinates to decimal so that unity could process them without having to recalculate.
