You're creating a hotkey in the toolbar section. Add your hotkey in 3D View > Mesh > Mesh (Global) and it will work as you expected.

@Eva (sweep2rails): please try the above ^ and report back if that fixes it for you.

To me it seems to be just a famous keymapping conflict, where pressing S (press == hold the key down) triggers transform operator and surely prevents S-RMB from invoking.
You can work around this locally by re-assigning scale to click event. It's not ideal but should work for you.
Re-considering the shortcuts is in our list for improvements and will happen outside of the bug tracker. So thanks for the report, but archiving it now.

So you have an py-written operator and you want it to be called on RMB and you want the zoom operator to be triggered on S+RMB, right? Would be useful to see your script then, at least a simplified version of it, so I can test on my own

Actually, it doesn't depend on what script written in Operator. It's like that ANY python operator causes the problem, even a blender native python Operator causes this problem, for example, like "Select All Toggle" operator(A key by default), you can still press A to toggle select all objects while S (S had already been set as a key modifier as I said previously) is being held. Whereas, while you're holding Alt or Shift or Ctrl, you're not able to toggle select any more, it's working properly. The key modifier should've been working that way as Alt, Shift or Ctrl do.

Eeeeeeeeeek! You are using 'apply transform' option!!!!
I should write a big red flashing warning this is EXPERIMENTAL, looks like people do not read tooltips :(
Do not use that option, especially never when armatures or animations are involved!
Maybe I should completely remove it… But then, it can be useful in some cases, when exporting static meshes.

Hi, mout29. I'd also tried not applying transform, but it makes no difference with the result in UE4. In fact, usually I don't use this option for animated mesh exporting. But also get no luck.

Thanks for reply. I meant exporting FBX at scale 1.0 from blender into Maya at scale 1.0 will get mesh scale at 100 and bone scale at 1.0 in Maya. I did some more tests playing with different import scales to Maya, although some import scale setting can keep scales of mesh and bone exactly the same, but it's not the crucial point on this thread. The problem is working with UE4.
To explain why I care about this problem so much, I have to make this thread a bit longer.

I can’t say much… Scale handling by UE4 remains pitch black mystery to me, as you say FBX exported by Blender load OK under other app (personally checked with Unity, you say Maya is OK too), so…

The problem here was that the property was hard limited to only having a maximum of 100 blender units (or 1m in the metric units you were using), so the rest length was getting clipped instead of being handled correctly.
I'm not sure how you ended up needing to make a 4m long bone, though it should be noted that you may run into other problems at this scale eventually.

Additional: Maybe you should also check the other constraint types based on the same mechanism for this issue. I haven't tested them all.
