I downloaded 1.7.5 yesterday (I hadn't noticed its availability before), and now it's working for me. I apologize for not mentioning it yesterday, but I got caught up in other stuff.

@Chris Slazinski (mallow): after unzipping I moved the blender-2.76b... folder to applications and ran Blender from there. BTW, I never had any issues with earlier Blender releases (although I never downloaded 2.76a).
Downloaded from the main link (not the mirrors). It now works on both 10.11.1 and 10.9.5.

This seems to be a problem with compliance to OSX security. In lieu of an early fix, there is a workaround.

You have four wheel objects and each wheel is using the same mesh data (cube.002), so when you join two objects the mesh data (cube.002) becomes two wheels. The other two wheels, which use the same mesh data, therefore become two wheels each. There are several strategies to avoid this kind of thing (try asking at blender artists or blender stack exchange) but I don’t think it’s a bug.

I noticed that the part of the arm in question has a negative Z-scale. When I apply scale (CTL+A), it renders OK with or without motion blur.

From the screenshot it looks like you have the Pivot Point set to "Individual Origins". In this situation, I suspect one of the other pivot point modes will work in the way you want/expect. (BTW this behaviour is not new to 2.71)

@jesus lamas (jesus650rwc) It's a different build. As requested by Sergej, I tested the latest buildbot build (http://builder.blender.org/download/) which, as I reported above, works fine on OSX 10.9.1.

@jesus lamas (jesus650rwc) Yes, the official Blender 2.70 test build from blender.org exhibits the issue on OSX 10.9.1. The earlier builds I mentioned are OK.

Just for info... on OSX 10.5.8 with Blender 2.63 the pull tab isn't shown, nevertheless resizing does work via the bottom right corner.

On OSX 10.6 and earlier, window resizing was limited to the bottom right. Resizing via the edges of a window was introduced with 10.7. Could this be related?

I think this is due to the "Manipulate center points" button (to the right of the pivot center button) being active.
