Any update on this? This is a much needed feature and still broken in 2.81a.

Thanks @Sebastian Parborg (zeddb), I confirm that moving Path Step to a value lower than 8 in particle edit properties/Display section enables to see children whereas a value of 8 or above hides them.

Ok so I made a few more testing, let me clarify because the initial statement was not totally right. I managed to have children visible in 2.79b in particle edit mode but we need to opt out of Clycles in viewport (SHIFT+Z). However, in 2.8, SHIFT+Z is just changing the shading type and I didn't find a way to see children being displayed in particle edit more regardless of the shading type chosen. Please check this with the file I attached, if you find a way to display children in particle edit mode please let me know how.

I was following a video tutorial using 2.79 and child hair is displaying in the video, this is why I said this used to work in previous version. I can send you a screen (need email) but not publicly as the video is not public. I didn't try myself in 2.79 though, I was assuming it was working since I saw that in the video.

I may add as suggestion for UX review the following:
- a command should do, by default, what its label says it is doing
- if a command contains options, they need to be easily accessible during operation of the command (i.e. being visible and potentially user hinted at their presence).

Oh ok, works fine now! So not a bug here, however as part of the effort to make 2.8 more user friendly, why not enabling deflection by default for hair emitters, because who wants their hair to go inside the mesh by default?
Ok, well where did this go in 2.8? There is a Deflection section in the emitter settings with Size Deflect but this is not it apparently (has no effect on the problem). And in Particle Edit I cannot find Distance nor deflection setting...
Ah ok, chlidren hair lenght was < 1, setting it to 1 then both Particle Edit and Object mode have the same hair length, controlled by emitter hair length. Ok so I guess this is not a bug, sorry, ticket can be closed.

I have added a blend file showing the problem. Please note that I used an open mesh here but the same problem can be found with a closed mesh. when it is closed and the hair are inside the model, it is not obvious to make them go outside, actually I didn't find a way (is there any?)

My report is correct I think, I am not including blend file as I do not want to make the mesh I am working on public. The issue should not be dramatically difficult to reproduce ;)
