This ticket is really hard to follow. This ticket describes limitations, or desired behavior, but I find it hard to say if this ticket actually describes a bug (Something that is supported and works, but doesn't).

Seems like when the viewport doesn't change that the normal pass isn't recalculated.

I did some more experiments, but they all seem to fail somewhere. The next fails when eevee wants to attach the program (which has been unloaded).

BLI_assert failed: /home/jeroen/blender-git/blender/source/blender/gpu/intern/gpu_shader.c:672, GPU_shader_bind(), at 'shader && shader->program'

Is called before the shaders have been loaded via the main thread. It seems like we shouldn't support this work-a-round anymore in 2.90

I'm pretty sure it's not the motion blur patch causing this as I experienced that before its development. @Richard Antalik (ISS) could you bisect to find when this started?

Also another trick to see if that's really linked to motion blur is to set Render In Keep Interface in the user preference temp window setting.

The problem is fixed. Thank You for your help. Updating drivers from Dell's website doesn't work, nor updating from Device Manager. But updating from AMDs website does. The drivers and software they provide work perfectly. I feel silly for posting this problem and taking up your time. But honestly, Thanks for your advice!! I'll be sure to go through these steps before posting any future potential bug I may find.

I can confirm that as soon as you go to the 2D work space or or start a new 2D animation (switch to Grease Pencil) Blender 2.83 crashes on this hardware/OS configuration.

I'm not sure if this setting was active when I was using older Blender versions but deactivating anti-aliasing for the viewport in the preferences, seemed to solve the problem overall.

T78721: Crash and hang when opening the 2d animation template (that I just merged ) has the same trace, but different steps to get the crash. File > new > 2D animation.
