**Short description of error**
In Both of Blender 2.8, 2.81, I think the particle collision doesn't work well.
My case is that when a Cube Mesh object moves towards a plain mesh object that has particles property which has zero velocity and having collision/rigid body physics properties with deactivation & start deactivate options,
I think the particles are also to be collided with Cube object. but the particles remain as it is (cube object goes through the particles), whereas the plain object are collided.
But, In blender 2.79, It works well as I expected.
