System Information
Operating system: windows 10
Graphics card:gtx750

Blender Version

3.2.2

Every time I try to Make Local a linked collection, the operation has no effect. I have tried every option of the Make Local operator.

Exact steps for others to reproduce the error
I recorded what i did and upload it to youtube. https://www.youtube.com/watch?v=559hJD1i63A

Thanks for the report. I'm not able to replicate this. Does this happen with particular linked file or so?
Can you check again with factory settings?: {nav File > Default > Load Factory Settings}

Suggested option loads default settings for that particular session. Reopening the blender will use your old preferences.
Refer manual for more info: https://docs.blender.org/manual/en/latest/getting_started/configuration/defaults.html

I can reproduce the issue. But not sure if it is a bug. The operator doesn't seem to support collections. So I will tag the module for more information.

First of all, please do NOT use videos to make bug reports. Those can be useful as additional info, but they are not a valid bug report, we require proper written steps. Watching videos takes easily ten times more time than reading a few written steps to reproduce.

And as the name of the menu says, those operators only apply to Objects, not collections. You can make collections local from the Outliner ViewLayer view, e.g.

sorry for the late reply, i did try to make the collection local from the outline ( it is in the first video ) and still doesnt do it. Thats why i was wondering what was the process of turning collection into a local. I looked up many video about the difference between append and link and i sometimes, for my situation it does make sense to use link as some background stuff would benefit from being a link. However if i wanted to convert that into a local to say tweak something, it isnt possible. That is why i made the videos bc it clarifies both ways of making them 'local' .
