Endless/Edgeless mouse movement effect triggers multiple loops on the screen on one edge crossing #100829

System Information
Operating system: Windows 10 Pro
Graphics card: Laptop Nvidia GTX 1050, Workstation Nvidia RTX 2070

Blender Version
Broken: 2.9 to 3.2.2 (prior versions not checked)
Worked: Never as far as i know

Short description of error
When moving the mouse or dragging(depending on the tool used) (rotation, translation or scale per example) and surpassing the edge of the 3d view with the pointer, the mouse appears at the other side, which is normal, BUT many times it also triggers as if i had done multiple loops across the screen instead of just continuing the normal continuous movement, the pointer itself do not jitter nor teleports, it works smoothly, pixel perfect, but whatever i was moving/rotating/scaling (or doing in general that require mouse movement) on that moment makes big jumps at times ONLY at the moment the pointer crosses from one side to the other of the screen after meeting the edge.

Per example: If i select the default cube on an empty project, press "G" to activate the moving tool, then push and keep pressing "Shift" to use the precision mode while moving the mouse everything works perfect, but the moment my mouse goes over the edge, more than half of the times the object teleports to a random location in the direction i was moving it.

Exact steps for others to reproduce the error

  1. Open blender with default empty project
  2. Select the default cube in the scene
  3. Activate translation tool ("G" hotkey)
  4. Hold "Shift" hotkey to activate the precision mode(optional, it just makes it super easy to see the effect of the bug)
  5. Move mouse out of the bounds of the viewport
  6. If nothing happened, keep going back and fourth several times, sometimes the bug is a little bit shy.
  7. Watch the cube teleporting back and fourth like it's in some kind of anime show.

Expected behaviour
The effect should be constant at any moment, no jumps nor going from 1.245 to 6.311 after a 10px movement, no yeeting objects, nodes nor anything else similar across the viewport.

Note: This is a program wide bug, it happens everywhere, 3d viewport, 2d viewport, texture painting, nodes, shading, value scrolling... everywhere where the edgeless function can be used.
Note 2: Have been using blender on several machines with different peripherals over the last 2 years and every blender version release during that time and on every computer i tried, the problem always have been there.

Hi, similar issue has been fixed lately. see: #89399 (Mouse wrapping causes erratic movement)
I would suggest you to check again in 3.4 version: https://builder.blender.org/download/daily/
