System Information
Operating system: Windows-10-10.0.22000-SP0 64 Bits
Graphics card: NVIDIA GeForce GTX 1650/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 516.94

Blender Version
Broken: version: 3.3.0, branch: master, commit date: 2022-09-06 15:39, hash: 0759f671ce
Worked: 2.93 lts

Short description of error
Pressing a key returns different keycodes depending on what area i use them.
no change in language or keyboard settings.
For instance, pressing the "]" key returns the "]" key when used in the viewport but "¿" when used in text fields and "/" when used in the outliner.
using shift plus 1 doesn't return a "!" symbol but a "shift 1" code while asigning a shortcut. viewport still registers the "!".
while registering the "]" key to a shortcut, the key registered is "/"
here im using screencast to show the keystrokes.

happened since i brought a mechanical keyboard and they sent me a latin-american layout.
swithching from latinamerican to english doesn't change the keystrokes registered by blender. both settings return the same keystrokes.

Exact steps for others to reproduce the error
Press the "]" key. a "¿" is registered in text fields, or a "/" is registered in the outliner. No changes were made to language or keyboard settings.
trying to assign the "]" key to a shortcut registers the "/" key instead.

Hi, thanks for the report. Can not confirm the issue as described. Which keyboard language and layout you're using?
Does this happen with factory settings?: {nav File > Defaults > Load Factory Settings}

No, but i booted ubuntu studio and the same keyboard reports most non-alphabetical keystrokes as unsupported, including numbers.

The keyboard is a mechanic 104 keys e-yoosoo, with latin american layout.

It´s super weird but instead of using the latinamerican input, i deleted it and added a generic american input, and the keystrokes were the same.
under windows i was able to use it by removing the keyboard, deleting the windows driver, opening blender and then plugging the keyboard again. it scrambles keys but they're consitent.

it´s a chinese keyboard, im not even sure it has an official driver, but im using windows11 default stock drivers.
maybe using an official driver works, but i can´t read chinese and google only suggests brazilian drivers for it.

still, i´ve been having several issues with 3.3, i´ve been reporting some bugs and i already found a couple of extra bugs now that im using ubuntu. i hope the fixes get into 3.3.1

Hi, so is it a Chinese or Latin-American layout?
Also, to eliminate your physical keyboard suspicion, could you verify the problem with the on-screen keyboard?

Does this happen with factory settings?: {nav File > Defaults > Load Factory Settings}

Did you try the above suggestion?
