Broken: 3.3.0 (flatpak from Flathub) & 3.2.1 (Fedora Linux RPM) & 3.1.0 (Fedora Linux RPM)
Worked: It has been like this for a while.

Short description of error
Blender only registers the second consecutive scroll in the same direction. This happens in all windows and workspaces and in all operations.

Exact steps for others to reproduce the error
Open Blender
Scroll up (works maybe, depending on last scroll direction of the last Blender instance)
Scroll down (does not work)
Scroll down (does work)
Scroll down (does work)

Can you open Blender from the terminal using blender --debug-events and check if the scroll down events that do not work are printed on the terminal or not?
By scroll up/down, do you mean specifically zooming in the 3D viewport or also scrolling in panels and lists?

They are not printed in the terminal and it happens in all windows and workspaces and in all operations.

Triggering this bug is very consistent altough i recently experienced this bug not happening at all.

Hi, do you've this issue just in Blender?
Could you try factory reset?: {nav File > Defaults > Load Factory Settings}
Run bpy.app.debug_wm and see whether it prints message in info editor
(Resize info editor to send an update to editor if it shows no information after scrolling)

I have not run into this issue since Blender moved to Wayland. I can't say if it affects users of the X Window System.
