Maybe this is related to the 1 FPS issue, which was fixed in
f3975a3bad

Hello,
I'm sorry guys, but still wasn't able to test it on new builds, as always using Steam version and constantly in development process, literally no time to test things that was already solved.
As I mentioned in first post, was able to export the animation correctly with 2.9.1 version.
Then in Steam version (3.3) I had one more issue, as Omar Emara mentioned. The animation export only 1 frame, this was also fixed by commenting out line 126 : (30.0, 7), # Drop frame. in fbx_utils.py

Wanted to report it too and tested last 3.4 built and it works properly.
All NLA action exported.
No bug in Unity and autodesk FBX viewer
