Short description of error
Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
I have saved defaults including the vidoe clip I am using as a starting template.
When I open blender it will load my defaults.
However when I select File -> New -> Video Editing
It will load the video editor but my default clips are not loaded, and I'm not sure it is also loading my saved default settings.

I checked, my other default seeing are also not getting loaded. I added a file browser window to my layout and made the "Volume" panel visible and selected a drive along with how to display the file (list view). I saved the default and all this come up on. However when I do a File new -> Video editor
What I see is the default video editor with the sequencer show and my custom layout with panel and default clips are gone.

This would make me guess that you didn't start with the "Video Editing" template, since that does contain File Browser already.
In your case you want to launch Blender, select File / New / Video Editing. Then change the file browser path so that it shows the clips for your project. Make other changes you like. Then select File / Defaults / "Save Startup File".
Afterward when you start Blender and select File / New / Video Editing it will start how you like.

@Harley, thanks your suggestion worked. However it is still non-intutive. I, like other users would assume the default setting (template) is the same once saved.
Saved default not being used for Fill New Video Editingto Saved default not being used for File New Video EditingI don't see a bug here and the feature works as designed. Blender uses the state that is present the moment you save the startup file. If you make modifications afterwards you have to re-save it.
