Hi, thanks for the report. Maybe installer is not correctly downloaded.
Could you redownload the installer to check whether it works?
If that doesn't help, try to do it from command prompt as mentioned in : #88796#1182117

Not sure if this happens with other blender versions as well?

Might be in issue with permissions on the install folder.
Does the following help?

It didn't work agian.
I tried the cmd as mentioned and I got this
