%%%--- Operating System, Graphics card ---
Windows 7 x32
Renderer: ATI Radeon HD 4770
Vendor: ATI Technologies Inc.
Version: 3.3.11653 Compatibility Profile Context

- Blender version with error, and version that worked ---

Issue appearing: 2.66 release
No Issue: 2.49b release

- Short description of error ---

Can't project geometry with Shrinkwrap modifier Project method, Nearest surf/vert is ok.

- Steps for others to reproduce the error (preferably based on attached .blend file) ---
  1. Start with load factory settings
  2. Move cursor away from the cube, create Mesh->Plane and Curve->Path
  3. Add Array and Curve modifiers to the Plane object
  4. Add few copies in Array settings and choose Path curve as target in Curve modifier
  5. Go edit mode of Path object and move it over cube
  6. Add Shrinkwrap modifier to the Plane object and play with projecting methods

File featuring issue is attached.%%%

%%%You just forgot to enable one axis.
attached.blend is working if you choose Z axis.%%%

%%%This is indeed a bit confusing in the UI. The default values could be changed but problem is that the axis depends on the particular setup, and enabling X, Y and Z axis by default is also not a useful setup.%%%

%%%It's a bug

X, Y, Z axis point projection to the local axis of the object, if XYZ is not enabled, projection must use face normals as direction for projection. And here problem is that projection is not happens in this particular setup.%%%

%%%It would be awesome to have this option (projection along vertex normal). It would work much better in many cases, where nearest surface point fails (like narrow canyons).%%%

%%%Cuz wiki description is not always finished or accurate.

If you see 2.4 wiki http://wiki.blender.org/index.php/Doc:2.4/Manual/Modifiers/Deform/Shrinkwrap
There is a Normal option beside XYZ

In 2.6 Shrinkwrap working in the same way as in 2.4 but there is no Normal option, cuz old button layout did not match to the new 2.5 design rules, so they made it active by default (as in 2.4) and turnoff automatically if XYZ is enabled. And they just forgot to add this to the 2.5/2.6 wiki.%%%

It is a weird idea about designed rules. The design rules was not to hide functionality.
Are you sure it ever worked in 2.5 ? I don't remember.
2.5 development was a lot of pressure. Most of times, what was hidden in the UI, was something that did not work properly.
Maybe it is listed somewhere in todo's.

%%%Ahhhhh it was worked always and it is working now, but not in this particular modifier setup.%%%

%%%Indeed I misunderstood the way this modifier is supposed to work, in this particular node setup the normals were not properly calculated, fix in svn now.%%%
