Short description of error
when i set the sub-steps to anything above 1 and then i make my character fall off the edge, he starts at an unrealistic pace, even though gravity is at 9.80 m/s/s

Exact steps for others to reproduce the error
press "P", and hold "W" until the cube falls off the edge.error.blend

This is an issue with Bullet's character physics. It's not based on a variable timestep. Instead, it just move the character some amount (e.g., gravity) every time it is called. Multiple substeps essentially means multiple calls per frame.

i have tested it in version 2.69.10 and it seems to work fine
