Short description of error
Before adding a custom property to an object which doesn't have any by default (e.g. an empty), there is no properties section in 3D view > N (properties region).
If you add and remove a property, then there is now a blank properties panel.

Exact steps for others to reproduce the error

Open blender
Add empty
Note that properties region does not have a properties panel
Add an remove a property
There will be a blank properties panel in the properties region (next to the properties section of the properties editor :P).
