bge.render.setWindowSize defaults refresh rate to 60hz #40544

Broken: (2.70)

Short description of error
If bge.render.setWindowSize is called in BlenderPlayer, refesh rate defualts to 60hz.

My guess is when setWindowSize is called the desktop refresh rate is not being re read by the blenderplayer for the new resolution.

Steps to reproduce from blend file attached
Load blend file into BlenderPlayer and press space which calls bge.render.setWindowSize.
An in game fps meter is there for convenience.

Steps to reproduce from scratch
first set your desktop refresh rate to something other than 60 higher or lower doesn't matter.
BlenderPlayer must then be launched in full screen mode by ticking full screen in the blend file to be loaded up.
Enable vsync to lock your fps to your monitors refresh rate.
Have a program that can show your current fps. Fraps can show your fps in an overlay.
Then call bge.render.setWindowSize your fps should now default to 60.

Respecting the previous (or set a new) refresh rate and bytes per pixel was never implemented.
