Short description of error
The layer numbers on the UI Layer Management add-on is numbered from "0 to 19" instead of from "1 to 20." This may not be wrong but I thought I'd check.

Exact steps for others to reproduce the error
Turn on the UI Layer Management add-on and see the layer numbers.
