System Information
Windows 7 Home Premium
GeForce GTX 465

Blender Version
Broken: (example: 2.69.7 4b206af, see splash screen)
Worked: (optional)

Short description of error
The scale is incorrect. If the scene scale is set to 0.0833 ft, so 1 blender unit is 1 inch. When the export scale is set to 1, one would expect that 1 inch in blender would be equal to 1 inch is another .STL viewer, but it is not. Currently at an export scale of 1, 0.751 inches in blender is equal to 0.009012 inches in another .STL viewer. This can somewhat be corrected for with the export scale, however the low precision of the scale (only to 0.1) making any work to get precise drawing in blender in vain if it's to be exported in .STL.

Exact steps for others to reproduce the error
Export to a .STL file.
