FBX import issue when scale is not 1.0 #42482

System Information
OSX 10.9.5, Mac mini 2012 late

Blender Version
Worked: Blender 2.72(Night Build)

Short description of error
If the scales of armature and model are not 1.0, after imported, it looks wield.
But I have found that the issue can be fixed by modifying the scale to 1.0 and re-skinning in other software, then export an FBX file, the exported FBX file has no such issue.

Exact steps for others to reproduce the error
Import the attached model to examine.
